1.What are the required steps for Hong Kong medical practitioners to practice legally in the Mainland?

A: There are 2 steps:

1) Obtain the < Medical Practitioner’s Qualification Certificate >either through accreditation or taking the relevant Mainland qualification examinations.

2) Apply to relevant local Health Bureau for a <Medical Practitioner Practicing Certificate> which entitles the holder to practice medicine in a specified location. person must obtain the above two certificates in order to practice medicine in the Mainland China.

2. What is the <Mainland Medical Practitioner’s Qualification Certificate >?

A: The < Mainland Medical Practitioner’s Qualification Certificate > is a recognition of the holder’s medical knowledge and skills. It certifies that the holder has met the national standards and requirements for practicing medicine and obtained the qualification for practice. The certificate could be obtained through examination or accreditation, and is valid for life.

3. Who can apply for the <Mainland Medical Practitioner’s Qualification Certificate> at present?

A: Hong Kong medical practitioners of western medicine, Chinese medicine and dentistry could apply for the <Mainland Medical Practitioner’s Qualification Certificate> at present. But practitioners of western medicine and dentistry could obtain the certificate through accreditation or sitting for relevant Mainland qualification examinations, practitioners of Chinese medicine could obtain the certificate only by taking the relevant Mainland qualification examinations

4. Why do you need a < Mainland Medical Practitioner’s Qualification Certificate >?

A: The <Mainland Medical Practitioner’s Qualification Certificate>is a certification by the State of a medical practitioner’s qualification to practice in the Mainland. It must be obtained before one applies for a <Medical Practitioner Practicing Certificate> from a local Health Bureau. It is the first step through which a Hong Kong medical practitioner practices in the Mainland.

5. How Do Hong Kong Medical Practitioners Obtain a <Mainland Medical Practitioner’s Qualification Certificate>?

A: A Hong Kong medical practitioner could obtain the certificate through accreditation or sitting for relevant Mainland qualification examinations. Specific requirements according to Article 3 of the <Method for Accreditation of Qualification of Hong Kong and Macao Medical Practitioners for Practicing in the Mainland> are as follows:

Hong Kong permanent residents with Chinese citizenship are eligible for applying and obtaining the <Mainland Medical Practitioner’s Qualification Certificate> through accreditation. The applicant should, in accordance with the <Law of the People’s Republic of China on Medical Practitioners> and related regulations, fulfill the following criteria:
1) Hong Kong permanent resident who has obtained relevant medical practicing qualifications and registration in Hong Kong for at least 5 years by 31st December 2007
2) Acquired specialist practitioner qualification certificate
3) Currently employed by a recognized medical institutions in Hong Kong SAR
People who meet the above three criteria and are able to submit required documents are eligible for application for the <Mainland Medical Practitioner’s Qualification Certificate>.
Hong Kong medical practitioners who do not meet the above requirements could obtain the <Medical Practitioner’s Qualification Certificate> through taking the relevant Mainland qualification examinations.. 6. Where do you apply for the <Medical Practitioner’s Qualification Certificate> by accreditation?

A: Guo Kang Pharmaceutical & Medical Supplies Limited (a company set up by the Ministry of Health of China) is the sole agency appointed by the Ministry of Health of China to accept applications from Hong Kong medical practitioners who wish to obtain the < Mainland Medical Practitioner’s Qualification Certificate>. Applicants should first apply online at the “Application Service for Hong Kong Doctors to Obtain Mainland Medical Practitioner’s Qualification Certificate” website (www.statehealthservice.cn), download and print the application form submitted online, and send it together with supporting documents to the following address:

7. How long does it take to process the application?

A: The application will be processed within 100 working days after the receipt of all the relevant application materials.

8. What is a <Medical Practitioner Practicing Certificate> and how to obtain it?

A: After obtaining the < Mainland Medical Practitioner’s Qualification Certificate>, a Hong Kong medical practitioner could apply for registration at the local health administrative department (at or above the county level) where s/he wants to practice medicine. The health administrative department would make a decision on the registration within 30 days after the receipt of application and grant the <Medical Practitioner Practicing Certificate > issued by the Ministry of Health of China.

After registration, medical practitioners may engage in medical treatment, prevention and health care services in relevant institutions in accordance with the location, category and scope of practice specified in registration. (Please refer to the <Law of the People’s Republic of China on Medical Practitioners>)

At present, this website does not accept application for <Medical Practitioner Practicing Certificate >. Applicants may apply for it directly at the relevant local health administrative department after obtaining the <Mainland Medical Practitioner’s Qualification Certificate>.

9. What is the difference between the <Mainland Medical Practitioner’s Qualification Certificate>and the <Medical Practitioner Practicing Certificate>?

A: The <Mainland Medical Practitioner’s Qualification Certificate> is issued by the Ministry of Health of China, certifying that the holder has passed relevant examinations or met accreditation requirements for practicing medicine independently in the Mainland. It is a recognition by the State of a person’s medical knowledge and skills and is valid for life. The <Medical Practitioner Practicing Certificate > granted by local Health Bureau is an administrative license, specifying the medical institution and scope within which the holder could practice. It could be revoked if the holder violates relevant provisions and has to be re-applied if a medical practitioner wishes to practice in a different medical institution.

Hong Kong medical practitioner who wishes to practice in the Mainland China must first obtain a <Mainland Medical Practitioner’s Qualification Certificate> and then apply for the <Medical Practitioner Practicing Certificate > at the local Health Bureau. These two certificates are the two pre-requisites for legal practice in the Mainland.
